Group Program Development Contract

Contract Overview:

The contract focus is to create a practical guide for group programming in the Successful Families housing support program. Accountable to the Manager, Housing Support Services, the Contractor will be responsible for developing and documenting a group program facilitation manual based on current research evidence, emerging practices from the program development team and existing program content.

Job Conditions:

This is a contractual arrangement and the successful candidate will be responsible for managing their own schedule to achieve the identified outcomes in the contract. The contractor will provide regular invoices for payment of funds up to a maximum amount allocated in our budget and itemized in the contract, and will also be responsible for GST payments and any insurance required to cover work related liability. Payment schedule and timelines will be negotiated between Terra and the successful candidate: the deliverables must be completed and received by Terra no later than July 31, 2018.

Deliverables and Outcomes:

  • Develop a group facilitation manual that will be used to support young parents to live successfully within community based housing.
  • Review and summarize research evidence on supporting youth/young parents in successful tenancy.
  • Review and document current group content and program practices and approaches.
  • Seek out additional information as directed by the Program Manager to augment group content.
  • Work directly with the Housing Support Services team to document current group programming and practices.
  • Work cooperatively and in partnership with housing provider and evaluation team to understand and contribute to the developing program model.


  • Diploma or Degree in Education or the Human Services field that may include Social Work, Child and Youth Care, and Human Ecology
  • Strong writing skills and ability to synthesize information into practical and tangible approaches and program content.
  • Previous experience with program development is an asset.

Knowledge and Abilities:

  • Experience or knowledge in group facilitation with youth.
  • Understanding of youth/young parents and housing needs or gaps.
  • Knowledge of the principles of adult learning that can be applied to youth based work.
  • Organized and independent.
  • Strong interpersonal and collaborative skills.

Other requirements:

  • Clear Criminal Record Check and Child Intervention Check that are dated within 90 Days of the start date

Compensation: The value of the contract will be negotiated with the successful applicant based on estimation of time required for completion.
