HOURS: 37.5 hours/week Monday through Friday between the hours from 6AM-12AM

HELP is a new program and partnership between Boyle Street Community Services and the Edmonton Police Service wherein frontline workers (Navigators) will work in tandem with police members.

The overarching goal of HELP is to connect vulnerable people who are interacting with frontline police members to appropriate social services, diverting them from the justice system and helping improve their quality of life, while easing demand on police and the justice system.  HELP adopts a human-centred approach, which focuses on the vulnerable person’s day-to-day needs and longer-term challenges to support their transition to a safer lifestyle.


Navigators will assess referrals made by frontline police officers and assist them in supporting vulnerable people, either through information sharing and problem solving with the police member, or by directly working with the vulnerable person on a case plan and assisting with service coordination and system navigation.

The Navigator will work intensively in a small team consisting of social service workers and EPS members and engage regularly with Alberta Health Services (AHS), provincial and municipal government organizations, and social sector partners.  We are building a team of navigators and have multiple vacancies.


  • Engage directly with clients via telephone, on-site, and at HELP location
  • Facilitate provision of services by delegating tasks to various agencies
  • Work collaboratively with HELP constables and community partners to develop and manage individual case plans
  • Meet, transport, and attend (as required) client meetings and appointments (medical appointments, housing appointments, professional appointments, etc.)
  • Visit clients in jail/hospitals and implement transition plans to ensure smooth transfer back into the community
  • Provide crisis intervention should a client be in distress
  • Ensure ongoing follow up for clients by connecting with various agencies to ensure completion of tasks
  • Attend daily meetings to discuss various clients, locate clients, and provide client updates and provide timely reports and documentation on progress
  • Advocate for clients when appropriate
  • Report to the HELP BSCS Manager and HELP Sergeants on daily activities and whereabouts
  • Participate in educational presentations to public and other stakeholders
  • Improve overall system performance by identifying and addressing system gaps, overlaps, and redundancies
  • Prioritize tasks, take initiative, and maintain flexibility as the day may change  
  • Assist the HELP Manager, Sergeants, Analysts, Constables and fellow Navigators as needed


Education: A Diploma or Degree in Social Work, Health, Human Services, Social Sciences or Public Policy preferred. Candidates without a Degree but with extensive relevant and related experience will also be considered.

  • Ability to work in a highly stressful and ever changing environment
  • Must have excellent boundaries and sound self-care practices
  • Mental resiliency is key
  • Must be a creative worker and resourceful advocate
  • Excellent case manager, an expert facilitator, an effective communicator and be able to nurture a culture of collaboration amongst diverse and competitive stakeholders
  • Candidate will be fluent with the spectrum of government programs, community supports and other services available to those in need of support
  • Exposure to or direct work history with principles of evidence-based practice, client centered, and harm reduction models
  • Able to work independently and collaboratively in a tight knit team environment
  • Able to work in a fast paced, ever changing, often demanding, sometimes traumatizing environment.
  • Ability to navigate and balance a paramilitary organizational culture while building effective relationships within the communities served.
  • Must be willing to work with clients who can be challenging at times and who are suffering from mental health and addiction challenges.

Experience and other requirements:

  • Minimum 2 years’ of experience in case management, community outreach, mental health, addictions or housing programs in a front-line capacity
  • Experience in working with diverse communities and awareness of Edmonton’s inner-city communities and their needs
  • Demonstrated completion of training in Trauma-Informed practice and/or cultural awareness would be considered an asset
  • Experience in working with offenders within the criminal justice system would be an asset
  • Current First Aid
  • Valid Driver’s license (non GDL) with clean driver’s abstract and access to a reliable vehicle
  • Enhanced Security Clearance conducted by Edmonton Police Service and Child Intervention Check
